2009年10月14日上午九点，在宁德山水大酒店第一会议室，举行福建省恒发担保有限公司与中国建设银行股份有限公司宁德蕉城支行签约仪式既召开第二次股东大会。董事长姚义勇做了重要讲话，副总经理肖强主持会议，参会人员有中国建设银行股份有限公司宁德蕉城支行行长阮旭荣、副行长陈兆强、业务科长叶其双、客户经理高海兰、连城；公司股东、高级管理人员、公司法律顾问及相关工作人员等60多人参加会议。
